Department of Health (DOH) Secretary Ted Herbosa clarified that parents will not face penalties for choosing not to immunize their children.
The department emphasized that education, informed decision-making, and respect for parental rights remain its priority.
The statement followed an erratum addressing an unofficial recommendation mentioned during a House hearing.
DOH officials stressed that building vaccine confidence through accurate information and community engagement is the proper approach.
While immunization is vital for protecting children from preventable diseases, the department said public trust must be promoted through awareness rather than enforcement.
