President Bongbong Marcos has appointed Environment Secretary Raphael Lotilla as the Philippines’ new ambassador to the Holy See, with Usec. Juan Miguel Cuna named acting DENR secretary.
The Palace clarified that Lotilla did not resign but requested a “lighter assignment,” prompting the reassignment.
Lotilla served as DENR chief for nine months after replacing Maria Yulo-Loyzaga in May 2025.
Cuna, a long-time DENR official since 2008, will oversee the department’s operations during the transition.
Malacañang assured that DENR activities will continue uninterrupted while Lotilla prepares for his new diplomatic role in Vatican City.
