The Philippines slipped six spots in the 2025 Corruption Perceptions Index, ranking 120th out of 182 countries with a score of 32, its lowest since 2012.
The decline coincides with scandals involving multibillion-peso flood control projects, which the government has been investigating.
Malacañang said the lower score reflects efforts to expose past anomalies and hold previous administrations accountable.
Transparency International noted that most countries are struggling with corruption, with the global average falling for the first time in over a decade.
To prevent future graft, the DPWH launched a blockchain-based system, Integrity Chain, to ensure transparent and traceable records in public infrastructure projects.
