The Commission on Elections (Comelec) has issued a show cause order against Lawrence Lubiano, president of Centerways Construction, after he admitted donating P30 million to Senator Francis Escudero’s 2022 campaign.
The donation is being scrutinized under the Omnibus Election Code, which prohibits government contractors from making campaign contributions.
Lubiano claims the donation was made personally, not through his company, but Comelec will investigate the extent of his involvement and ownership of the firm.
Escudero also acknowledged receiving the donation but denied any involvement in helping the contractor secure government projects.
The Comelec plans to question Lubiano first, then Escudero, and is also reviewing similar cases involving 52 other contractors who donated during the elections.
