Pasig City Mayor Vico Sotto accused contractors Pacifico and Cezarah Discaya of lying about their earnings during a House infrastructure committee hearing, citing their extravagant lifestyle as proof that their claim of only 2–3% profit per project was false.
Sotto pointed out that the couple flaunted jade pieces worth ₱100 million, a fleet of luxury vehicles, and declared assets in the billions, inconsistent with their supposed low margins.
He also revealed that the Discayas’ nine companies, all based in Pasig, had numerous tax deficiencies and violations, while Pacifico Discaya was recently convicted of building code violations.
Sotto urged lawmakers to treat the couple’s testimony with caution, warning they were capable of “lying without batting an eyelash.”
Meanwhile, the House placed DPWH engineer JP Mendoza under protective custody after he reported receiving death threats following his testimony linking Senator Joel Villanueva to alleged kickbacks.
