Senator Loren Legarda has filed the K to 3 Foundational Learning and Nurturing Care Act to address the country’s early education crisis.
The bill aims to strengthen literacy, numeracy, and socio-emotional skills from Kindergarten to Grade 3, bridging early childhood care and the formal K–12 system.
Legarda cited studies showing that nearly half of Filipino learners are below grade-level reading by Grade 3, with 91% of late-primary children struggling to understand simple stories.
The measure promotes a prevention-first approach, integrating high-quality, language- and numeracy-rich instruction with socio-emotional learning to prepare children for future academic and life challenges.
Legarda emphasized that investing in these formative years is crucial, as failure to build strong foundations early can lead to lifelong learning difficulties.
