The Philippine Statistics Authority (PSA) has opened competitive bidding for its ₱2.481-billion Philippine Digital National Identity Project to modernize the country’s national ID system.
The 20-year public-private partnership will upgrade and operate the Philippine Identification System, focusing on secure digital identity verification, electronic know-your-customer services, and improved safeguards against identity fraud.
The PSA is inviting private companies to challenge the unsolicited proposal of Unisys Public Sector Services Corp., the project’s original proponent.
Competing bidders must offer the government a revenue share higher than Unisys’ proposed 39.55 percent, although the company retains the right to match the winning offer.
Technical proposals are due on Jan. 11, 2027, while the process is expected to conclude on March 17, 2027.
