PILOT PROGRAM FOR ZERO BALANCE BILLING PLANNED IN SELECT LGU FACILITIES

The Department of Health (DOH) plans to expand its zero balance billing program to select Level 3 local government unit (LGU) hospitals, citing their service capabilities and budgetary limits. 

Currently available in 87 DOH-run hospitals, zero balance billing allows PhilHealth members to settle hospital bills without out-of-pocket expenses. 

Assistant Secretary Albert Domingo said potential pilot areas include Saranggani, Laguna, Aklan, and Benguet, with preparations ongoing for nearly a year. 

The DOH supported a Senate amendment to expand the program to LGU hospitals and proposed allocating 80 percent of the ₱ 51 billion MAIFIP fund for this purpose. 

Domingo noted that even with approval, the rollout will be gradual due to funding and operational considerations.
