The PDP-Laban party, led by former President Rodrigo Duterte, has filed a petition before the Supreme Court calling for a manual recount of senatorial votes in the 2025 midterm elections, citing widespread irregularities in the automated voting system.
The petition, filed by lawyer Israelito Torreon on behalf of detained senatorial candidate Apollo Quiboloy, alleged over 17 million votes were excluded due to “overvotes” and claimed software discrepancies, misread ballots, and redirection of transmission data undermined election integrity.
PDP-Laban also raised concerns over the use of unauthorized software versions and secretive data routing that bypassed transparency servers.
Comelec Chairman George Garcia welcomed the move, saying it would test the system’s credibility, but stressed that the Supreme Court must first decide on admitting the supplemental petition.
If accepted, the case could lead to a rare judicial review of the entire senatorial vote count and affect the official proclamation of winners.
