A graft complaint against Department of Health Secretary Teodoro Herbosa over alleged bid-rigging in the P1.8-billion procurement of mobile primary care facilities (MPCFs) is currently under evaluation by the Ombudsman.
Assistant Ombudsman Mico Clavano said the office is reviewing the complaint, supporting documents, and affidavits to determine whether to proceed with fact-finding or a preliminary investigation.
The complaint, filed by a group calling themselves “concerned DOH employees,” alleged that Herbosa ignored multiple red flags, noting that only 25 percent of the MPCFs distributed across 83 provinces were fully operational.
DOH spokesperson Undersecretary Albert Domingo said the department has not yet received any official documents from the Ombudsman and is awaiting proper notification.
Herbosa and other officials named in the complaint have previously faced similar allegations, which they have dismissed as frivolous and compliant with government rules.
