Quezon City Mayor Joy Belmonte signed Ordinance No. SP-3405, S-2025, establishing a Blended Learning Program in all public elementary and high schools to address classroom shortages, overcrowding, and disruptions caused by climate-related emergencies.
The ordinance institutionalizes the Department of Education’s flexible learning policy locally, allowing schools to shift to blended learning when face-to-face classes are unsafe or facilities are congested.
The program offers asynchronous learning options coordinated by the Schools Division Office and involves consultation with school administrators and parents.
Belmonte emphasized that face-to-face learning remains the foundation, but the blended model provides a safe alternative during disruptions.
To support this, the city will invest in digital infrastructure, teacher training, and community learning hubs, funded by local government funds and partnerships.
