MARCOS PUSHES LGU DEVOLUTION EXTENSION THROUGH 2028

President Marcos has extended the transition period for the full devolution of certain national government functions, services, and facilities to local government units (LGUs), giving cities until 2027 and provinces and municipalities until 2028 to fully implement the transfer.

The move amends EO 138 of 2021, which set 2024 as the original deadline, to allow LGUs more time to build financial, technical, and administrative capacity for effective service delivery under the Supreme Court’s Mandanas-Garcia ruling.

Priority in the devolution process will be given to poorer and disadvantaged LGUs, particularly those in geographically isolated areas, while the Bangsamoro Autonomous Region is excluded.

National government agencies are tasked to form devolution transition committees, consult with LGUs, and prepare transition plans to ensure smooth and coordinated implementation.

The EO also provides for a long-term capacity development program and a fiscal equalization grant scheme to support LGUs in delivering standardized, quality basic services.
