President Ferdinand Marcos Jr. has institutionalized the Centralized Open Monitoring Platform for Appropriations and Spending Statistics (COMPASS) to improve transparency in government spending.
The online portal will allow the public to monitor state expenditures, procurement, and project implementation.
Under Executive Order 126, government agencies are required to submit and regularly update relevant information on the platform, while local governments are encouraged to participate.
COMPASS may use technologies such as blockchain and will connect with existing government financial and procurement systems.
The move comes as the administration faces corruption concerns, particularly over flood control projects, with the Finance Department estimating annual losses of P118.5 billion from 2023 to 2025.
