Manila mayoral candidate Francisco “Isko” Moreno Domagoso pledged to amend Manila City Ordinance 8973, which requires workers to obtain health permits from city-backed facilities if he wins in May.
The ordinance, which has sparked protests from University of Santo Tomas (UST) workers, mandates employees to undergo health checks at government laboratories, despite having access to medical services at their institutions.
Moreno argued that the ordinance, passed during the pandemic to control health-related certifications, is outdated and burdensome.
He emphasized that the law should be restructured to only apply to industries like food handling, and questioned why workers in hospitals need to obtain permits from outside facilities.
The candidate criticized the current city administration for not engaging with the concerns of UST employees and supported their calls for reform.
