Former DPWH undersecretary Roberto Bernardo revealed that nearly all infrastructure bidding in the agency is rigged through systematic corruption involving lawmakers and local officials.
He explained that projects are often divided into smaller phases to bypass budget scrutiny and allow easier bidding by district offices.
Bernardo also noted that the DPWH budget is frequently inflated during the congressional approval process, with early bidding taking place before the budget is officially signed into law.
When asked about the extent of rigging, he estimated it to be almost 100%.
Several lawmakers, including Senators Chiz Escudero and Nancy Binay, were named in the allegations but have denied any involvement.
