The Department of Social Welfare and Development (DSWD) defended its decision to give PHP80,000 in livelihood aid to “Rose,” a woman photographed crawling out of a Makati sewer.
Rose is part of the families and individuals in street situations (FISS) who are not covered by programs like the 4Ps due to a lack of a permanent address or qualifying dependents.
Under the Pag-abot Program, which supports FISS, Rose was assessed and expressed willingness to improve her livelihood, prompting the DSWD to provide the aid to help her start a sari-sari store.
The amount given is based on individual assessments by social workers and is not a standard grant to all recipients.
Rose currently earns about PHP300 daily collecting recyclables, and the DSWD encourages the public to refer similar cases to their agency for assistance.
