The DOT emphasized that Philippine Topics is a private publication and that any coverage of Secretary Christina Garcia Frasco was independently produced without public funds or official endorsement.
The agency dismissed accusations that it prioritized Frasco’s image over destination-focused content, calling such claims false and misleading.
Marketing experts said the controversy highlights recurring weaknesses in DOT’s brand governance and called for professional oversight to ensure destination-first storytelling.
Despite the clarification, analysts noted the incident sparked renewed discussions on government communications, public trust, and the proper visual hierarchy in tourism campaigns.
