DENR PLANS REGISTRATION AND ORGANIZATION FOR SMALL-SCALE MINERS

The Department of Environment and Natural Resources (DENR) announced on Tuesday its intention to register small-scale miners and establish an organization to formalize their operations.

In April 2015, the Minahang Bayan was created following the revision of the implementing rules and regulations (IRR) of the People’s Small-Scale Mining Act of 1991.

Under this act, small-scale miners are required to form cooperatives and ensure that they possess the necessary technical capabilities and financial resources to comply with tax and structural requirements.

The DENR stated that President Ferdinand “Bongbong” Marcos Jr. issued directives in 2022 to its officials, emphasizing the need to legalize small-scale mining operations.

Numerous small-scale miners currently operate illegally and lack proper protection, according to the DENR. Legal recognition aims to provide adequate support and safety protocols for these miners.

The DENR also highlighted that, through its Geospatial Database Office, it can employ satellite imagery and Geographic Information System to monitor potential instances of illegal mining.

Moreover, with the implementation of the People’s Small-Scale Mining Act of 1991, the government aims to offer social assistance, labor protection, and assistance programs specifically designed for small-scale miners, as stated by the DENR.
