A Manila court has allowed detained witness Ramil Madriaga to testify at the House justice committee’s impeachment hearing on April 14, where he claims to have been Vice President Sara Duterte’s “bagman” for confidential funds.
Madriaga, facing kidnapping-for-ransom charges, will present his November 2025 affidavit and other evidence, while the committee also subpoenaed the notarizing lawyer and requested Duterte and her husband’s tax records.
The panel has scheduled hearings on April 14, 22, and 29, with heightened security for Madriaga following credible threats to his life.
Duterte denies all allegations, has filed a perjury complaint against Madriaga, and seeks to stop the proceedings in the Supreme Court.
Lawmakers say Madriaga’s testimony could be a key element in two active impeachment complaints involving alleged misuse of confidential funds, bribery, threats, and unexplained wealth.
