Cebu Archbishop Alberto Uy has urged Filipinos from all sectors to unite in a citizen-led campaign against corruption, emphasizing conscience, shared responsibility, and love of country over hostility toward government.
In his pastoral proposal, Uy called on citizens, civil society groups, faith communities, and professionals to promote integrity, transparency, and justice, especially at the local level where corruption most affects ordinary families.
He stressed that citizens should act as partners of government, practicing responsible oversight rather than vigilantism, and highlighted the role of ethical education and values formation in long-term reform.
Uy also advocated systemic measures such as digitalization, stronger access to information, and protections for whistleblowers to reduce opportunities for corruption.
He concluded that the fight against graft is a moral and spiritual struggle that requires unity, perseverance, and hope, and urged recognition of integrity in government to sustain ethical leadership.
