Sen. Alan Peter Cayetano confronted Philippine Reclamation Authority (PRA) officials during a Senate hearing over an investigation into unauthorized reclamation activities in Laguna de Bay.
Cayetano accused the agency of “selective justice” for allegedly enforcing reclamation rules differently on projects in Taguig and Laguna de Bay.
The issue involved 13 titles covering 170 hectares of alleged unauthorized encroachment in the Taguig portion of the lake.
PRA chair Alexander Lopez clarified that the agency did not call the reclamation titles fake, while Cayetano said blaming the Taguig government for allegedly fraudulent titles was unfair.
Despite Cayetano’s concerns, the PRA’s proposed 2027 budget was approved by Sen. Erwin Tulfo and referred to the plenary for debate.
