A heated debate over a resolution regarding the enlisted men’s barrio (Embo) villages in Taguig City nearly led to a fistfight between Senators Alan Cayetano and Juan Miguel Zubiri.
Cayetano filed Senate Concurrent Resolution 23 to grant the 10 Embo villages, with 336,873 residents, the right to vote for their congressional representative in the 2025 midterm elections and to increase local councilor representation.
Zubiri questioned the resolution’s discussion, emphasizing that it was not on the Senate agenda and underscoring the importance of due process and transparency.
In response, Cayetano insisted that the straightforward resolution needed urgent consideration, citing potential weather disruptions that could affect voting rights.
Ultimately, the Senate approved the resolution ahead of the upcoming filing of certificates of candidacy, allowing Embo residents to participate in the electoral process and shape the future of their city.
