The Department of Social Welfare and Development (DSWD) is collaborating with the Senate Committee on Social Justice to amend the 4Ps law to better support families even after they graduate from the program.
DSWD Secretary Rex Gatchalian said the reforms aim to shift from a culture of dependence to empowerment, with livelihood and entrepreneurship support as key tools.
Among the proposed changes is removing the fixed seven-year limit for beneficiaries and instead basing graduation on improved living conditions, in line with President Marcos’ SONA directive.
Rep. Leila de Lima pushed back against proposals to scrap 4Ps, saying the solution lies in strengthening, not abandoning, the country’s flagship anti-poverty program.
She is advocating for an expanded version of 4Ps through House Bill 1434, which includes adult education, job training, and support for small businesses.
