Senator Francis Tolentino has introduced Senate Bill 2951 to penalize foreign interference in the Philippines, addressing growing concerns over espionage and external influence.
The bill aims to update the legal framework governing foreign agents, which has been outdated since 1979, and to protect national security, political stability, and sovereignty.
It targets foreign interference tactics, including harmful electronic communications, and mandates internet service providers to block access to content threatening national security.
The bill also proposes creating a Counter Foreign Interference Council (CFIC) to monitor and act on such threats, with penalties including life imprisonment and fines for those involved.
Additional provisions include surveillance powers, special courts for trials, and the authority for the Anti-Money Laundering Council to freeze assets linked to foreign interference.
