Five students have asked the Supreme Court to stop the cutting of trees along Roxas Boulevard and Quirino Avenue for the Southern Access Link Expressway (SALEX) project by seeking a temporary environmental protection order.
In a petition filed on July 23, they named SMC Southern Access Link Expressway Corp., the Department of Environment and Natural Resources (DENR), and a Manila Regional Trial Court judge as respondents after the lower court denied their earlier request for preliminary relief.
The petition also seeks to declare Section 23 of the Public-Private Partnership Code unconstitutional and nullify the RTC resolution denying the protection order.
The tree-cutting is part of the SALEX project, which aims to connect the Skyway to Roxas Boulevard, but has drawn widespread criticism over the loss of mature trees and allegations that work continued despite SMC’s voluntary suspension.
The DENR, however, maintained that the tree-cutting permits were issued only after environmental reviews, technical assessments, and public consultations.
