Senator Mark Villar has filed a priority bill in the 20th Congress proposing a Magna Carta to protect and support public disaster risk reduction and management workers (PDRRMWs).
The measure aims to provide fair compensation, job security, and professional benefits to rescuers and volunteers who risk their lives during emergencies.
The Philippines remains one of the most disaster-prone countries, with recent severe flooding underscoring the vital role of these frontline workers.
Key provisions include free medical and mental health services, work injury compensation, insurance coverage, and educational support for dependents of those who die in the line of duty.
Villar emphasized the need to move beyond symbolic thanks by properly recognizing and professionalizing disaster workers to strengthen national resilience against climate change.
