The Department of Budget and Management noted that some flood control funds remain unutilized as agencies complete bidding processes, and the 2026 flood mitigation budget has been reduced.
The Department of Science and Technology clarified that Project NOAH was not defunded in 2017 but transitioned after achieving key milestones, continuing its role in disaster risk reduction.
