Senator Raffy Tulfo has filed Senate Bill 1493, or the BPO Workers’ Welfare and Protection Act, which seeks stronger benefits and safeguards for the country’s business process outsourcing (BPO) workforce.
The measure mandates automatic suspension of BPO operations during typhoons, earthquakes, fires, and other calamities, following reports of employees being forced to work at the height of Super Typhoon Uwan.
It also makes reporting to work voluntary during heavy rains and requires hazard pay for those who still report.
To improve job security, the bill provides that workers become regular employees after a six-month probationary period—or immediately after training if it lasts less than six months—and grants immediate medical benefits upon hiring.
Tulfo further proposes a national entry-level wage of at least ₱36,000 and stronger guarantees for workers’ rights to organize and engage in collective bargaining.
