SENATE BILL PROPOSES CREATION OF NATIONAL PUBLIC SERVICE COLLEGE FOR FUTURE LEADERS

Senator Loren Legarda has filed a bill to establish the National Public Service College (NPSC) as a premier training institution for future government leaders.

The proposed National Public Service College Act of 2025 aims to develop a new generation of ethical, skilled, and competent civil servants, offering a specialized curriculum focused on technical, administrative, and leadership skills tailored to public service.

Legarda emphasized the importance of harnessing the potential of the youth by providing them with real opportunities to shape governance and addressing the underrepresentation of younger employees in key government roles.

The NPSC will produce 200 leadership-ready graduates annually, granting them Civil Service Commission Level II eligibility, and will offer courses in public policy, governance, budgeting, ethics, and specialized areas like foreign affairs and disaster risk management.

The bill also mandates free tuition, stipends, and apprenticeship salaries for students, intending to enhance public service efficiency and professionalism for generations to come.
