Sen. Raffy Tulfo raised alarm over the widespread online sale of fake persons with disabilities (PWD) IDs, saying around eight million IDs are in circulation nationwide, but only two million are legitimate and registered.
He said the proliferation of fake IDs has reportedly caused nearly ₱166 billion in losses, particularly in the restaurant industry, while hurting people with genuine disabilities and small businesses.
Tulfo confirmed reports of fake PWD IDs being sold on Facebook Marketplace and Carousell.
He also cited difficulties in verifying IDs due to outdated government records and the lack of standardized designs and databases among more than 2,500 local government units.
Tulfo called for a review of PWD ID issuance requirements and clearer eligibility criteria to prevent abuse and ensure benefits reach those who truly need them.
