Leyte 1st District Rep. Ferdinand Martin Romualdez is pushing House Bill No. 16, which seeks to allow senior citizens and persons with disabilities (PWD) to avail themselves of a 20-percent discount and VAT exemption on top of any promotional offers from businesses.
The bill aims to clarify that these discounts are additional and should not be combined or replaced by store promotions, preserving the benefits provided under existing laws.
Romualdez said the measure intends to resolve disputes between businesses and senior/PWD customers regarding discount applications.
To balance interests, the bill proposes that businesses can treat the input tax on VAT-exempt sales and special discounts as deductible expenses.
The legislation is co-authored by Tingog Party-list Representatives Andrew Julian Romualdez and Jude Acidre.
