Finance Secretary Ralph Recto opposed a proposal to reduce Philippine Health Insurance Corp. (PhilHealth) contributions, advocating instead for enhancing benefits packages to lower out-of-pocket costs for members.
This came after PhilHealth President Emmanuel Ledesma Jr. considered recommending a reduction in premium rates to President Marcos.
Recto emphasized the need for comprehensive and simplified benefit packages to avoid wastage and fraud, despite acknowledging that the decision ultimately lies with PhilHealth.
The debate arises amidst concerns over PhilHealth’s significant cash reserves, with lawmakers questioning the high premiums while the agency holds an unused P89.9 billion fund.
Meanwhile, some lawmakers welcomed the idea of reduced premiums, believing it could allow for increased services and benefits for members.
