In a move to ensure the safety and employment of Filipino seafarers abroad, President Ferdinand Marcos Jr. has certified the Magna Carta of Filipino Seafarers as urgent, according to Malacañang.
The President conveyed his message to Senate President Juan Miguel Zubiri in a letter dated September 25, emphasizing the need for immediate enactment of Senate Bill No. 2221 titled “Act Providing for the Magna Carta of Filipinos Seafarers.”
The proposed bill, which is currently in its second reading at the Senate, seeks to establish and protect the rights of seafarers while outlining the responsibilities of recruitment and shipping companies.
By certifying the bill as urgent, it exempts the legislation from the constitutional requirement of being read three times and on separate days.
This means that the bill can be voted on and passed on the same day after its second and third reading.
Press Secretary Cheloy Garafil highlighted that the measure intends to address the recurring deficiencies in domestic laws concerning the training and accreditation of Filipino seafarers.
These deficiencies have put their employment, particularly in Europe, at risk.
Garafil further explained that the bill guarantees the international community that the Philippines is committed to complying with its obligations of ensuring that Filipino seafarers receive training, have access to proper facilities, and possess adequate equipment that aligns with international standards and relevant conventions.
