The Marcos administration has nearly P1 trillion worth of delayed official development assistance (ODA) projects that need urgent action before his term ends in 2028.
Former Congressman Joey Salceda revealed that 72 percent of approved ODA projects are delayed, with an average setback of almost 39 months.
The country’s active ODA portfolio totals $39.61 billion, with $24.81 billion allocated for infrastructure.
To address the delays, Salceda proposed using a Project Readiness Index to evaluate the preparedness of projects based on key factors like right-of-way access and procurement progress.
This strategy aims to accelerate the implementation of stalled projects and improve overall efficiency.
