Ombudsman Jesus Crispin Remulla said he will challenge the House of Representatives over delays in releasing the SALNs of lawmakers under investigation in the alleged flood control scam.
Remulla said the House secretary-general’s office claimed plenary approval was needed before releasing the documents, an explanation he rejected as baseless.
He stressed that there is no rule requiring plenary consent for SALN disclosure and said he is preparing a formal protest letter to the Speaker.
The ombudsman said access to the SALNs is crucial in resolving the “contractor” controversy involving possible conflicts of interest under the Code of Ethical Standards.
Remulla also confirmed that the investigation into former House speaker Martin Romualdez remains ongoing, noting the probe is being handled quietly due to legal complexities.
