Controversial contractor Mina Elamparo-Jose of WJ Construction admitted visiting Senator Erwin Tulfo’s office on August 19, 2025, but said it was for an office refurbishment due to flooding, not for flood control projects.
She also denied allegations by former DPWH official Brice Hernandez that she delivered kickbacks to senators.
During the Senate Blue Ribbon hearing on September 18, Jose clarified that she was invited to inspect Tulfo’s office and also visited Beng Ramos, a staffer suffering from cancer, to offer support.
Jose insisted Ramos was not connected to any senator and defended her company’s reputation, denying any involvement in illegal activities.
Emotionally, during her testimony, Jose asked for understanding, saying her visits were personal and aimed at clearing her name and protecting others unfairly implicated.
