Rep. Leandro Leviste accused Rep. Edwin Gardiola of allegedly “pre-ordering” around P22 billion worth of DPWH projects in the 2025 budget, raising suspicions of a scheme to financially benefit from government contracts.
Leviste presented documents he obtained from a former DPWH official listing projects allegedly linked to Gardiola across multiple provinces, including Batangas, Bohol, Cavite, Laguna, Negros Oriental, Occidental Mindoro, and Palawan.
While the evidence does not conclusively prove collusion, Leviste said it shows a pattern of awarding contracts to firms connected to Gardiola, particularly in road construction projects.
He brought the matter to the Independent Commission for Infrastructure, noting that ICI personnel are reviewing the documents and that Gardiola ranked as the second top contractor in their assessment.
Gardiola has denied the allegations, and Leviste called for DPWH and Congress to release project proponent details to allow further investigation into potential collusion.
