Senator Loren Legarda welcomed the third-reading approval of Senate Bill No. 1894, which seeks to strengthen the Universal Access to Quality Tertiary Education Act by improving the implementation of the Tertiary Education Subsidy (TES).
The bill aims to prioritize financial aid for students from the poorest households and other disadvantaged sectors, such as 4Ps beneficiaries, persons with disabilities, indigenous peoples, solo parents, and learners in remote areas.
Legarda said the measure addresses gaps in current education support programs and ensures assistance is better targeted, timely, and adjusted for inflation.
It also expands coverage of TES to include expenses such as books, transportation, housing, and other school-related costs, including support for nursing and allied health students’ clinical requirements.
She stressed that the reform seeks to ensure equal access to quality education and greater opportunities from enrollment to employment.
