Former DPWH engineer Henry Alcantara, a confessed participant in the Bulacan flood control scam, has returned ₱110 million to the government.
The restitution, announced by DOJ officer-in-charge Fredderick Vida, is part of Alcantara’s bid to become a state witness and his provisional entry into the Witness Protection Program.
The returned funds will undergo verification before being remitted to the Bureau of the Treasury, though they represent only a portion of the estimated ₱300 million allegedly siphoned.
President Marcos Jr. praised the recovery, saying an additional ₱200 million is expected and emphasizing the government’s commitment to reclaim all misused funds.
Alcantara admitted to delivering kickbacks to key figures in the scam, including Zaldy Co., who remains at large.
