The Second Congressional Commission on Education (EDCOM II) supports fully devolving community-based technical-vocational programs to local government units (LGUs) to enhance grassroots skills development.
Senator Sherwin Gatchalian and Pasig Rep. Roman Romulo emphasized that empowering LGUs could lead to more targeted resource allocation and responsive training delivery.
This devolution is envisioned under Section 29 of the TESDA Act of 1994, which EDCOM II is reviewing to update and improve.
The commission emphasizes the importance of aligning TESDA’s programs with industry demands and increasing industry involvement in curriculum design.
Updating TESDA’s mandate aims to better equip Filipino learners for a competitive global workforce while clarifying the agency’s regulatory and implementation roles.
