Senate Deputy Majority Leader JV Ejercito has filed Senate Bill No. 2044, or the “Philippine Midwifery Empowerment Act,” which seeks to professionalize the country’s midwifery workforce.
The measure aims to end long-standing casual and job-order arrangements by creating plantilla positions and setting entry-level pay at Salary Grade 13.
Ejercito said the bill addresses the lack of job security, adequate compensation, and career progression among midwives who often serve as the only health providers in remote areas.
It also proposes a ladderized education system and equivalency rules to upgrade qualifications while recognizing work experience.
He emphasized that strengthening midwives is essential to achieving the goals of the Universal Health Care program, especially in underserved communities.
