DPWH Secretary Vince Dizon denied authenticating the so-called Cabral files circulating online and refuted claims that he authorized their release.
The dispute arose after Batangas Rep. Leandro Leviste claimed the documents came from DPWH and Cabral herself, alleging Dizon agreed to make them public for transparency.
Dizon countered that Leviste forcibly obtained copies from Cabral’s office, an incident Cabral reportedly confirmed to him.
Leviste denied the allegation, insisting Dizon was aware of the files and questioning how they appeared online.
The DPWH has turned over Cabral’s computer and all office files to the Ombudsman, which will now authenticate and examine the documents.
