CONTRACTOR TURNS OVER P15M TO DOJ IN FLOOD CONTROL SCAM CASE

A private contractor, Sally Santos, turned over P15 million to the Department of Justice as part of her restitution for involvement in the flood control scam, following her provisional admission to the Witness Protection Program. 

DOJ spokesman Raphael Niccolo Martinez confirmed that the cash was delivered via two armored vehicles to the DOJ office in Manila. 

Santos, owner and general manager of SYMS Construction Trading, previously admitted to delivering about P1 billion in cash to the DPWH from 2002 to 2025 in exchange for flood control project awards. 

The restitution is part of a Memorandum of Agreement executed with the DOJ, as she faces several ongoing investigations related to ghost flood control projects in Bulacan. 

In a related development, Interior Secretary Jonvic Remulla said the Office of the Ombudsman is considering a civil forfeiture case against former House Speaker Martin Romualdez for alleged gross neglect in connection with flood control project anomalies.
