The Commission on Elections (Comelec) has disqualified former Albay Governor Noel Rosal from running for the same position in the May 2025 elections.
In its Dec. 27 ruling, Comelec cited Rosal’s dismissal by the Office of the Ombudsman in December 2022 for violating the Local Government Code, particularly for grave misconduct and conduct prejudicial to the service.
The petition, filed by Josefino Dioquino, argued that Rosal’s dismissal made him ineligible to run for office.
Despite appealing the Ombudsman’s decision, Rosal’s disqualification stands, as the dismissal was immediately executory and unaffected by the appeal.
Rosal, who served as governor after winning the 2022 elections, was dismissed due to issues regarding the disbursement of government funds during the election ban.
