The Commission on Audit flagged the Metropolitan Manila Development Authority for delays in implementing 2024 infrastructure projects worth P1.1 billion, including eight flood control and sewerage initiatives.
Of the 125 programmed projects, 21 remained unfinished by the end of 2024, with accomplishments ranging from 12 to 15 percent and some with no progress at all.
COA cited weak interagency coordination, permit delays, and external disruptions as key factors, noting delays ranged from 16 to 160 days.
The audit also highlighted the Metro Manila Flood Management Project Phase 1, funded by foreign loans, with four projects unfinished and delays of up to 676 days, costing the government P37.405 million in commitment fees.
COA warned that prolonged project delays reduce public benefits, worsen traffic, and increase government spending.
