The Bureau of Corrections (BuCor) is set to establish “halfway houses” as temporary residences for inmates nearing release who do not yet have settled arrangements.
BuCor Director Gregorio Catapang Jr. has ordered all prisons and penal farms nationwide to develop these facilities to support the reintegration of persons deprived of liberty (PDLs) into society.
The halfway houses will also serve as secure holding areas for released inmates whose settlement plans are pending.
Programs at these facilities will include counseling, orientation, and short courses to prepare PDLs for life after incarceration.
While permanent halfway houses are being planned, temporary spaces within existing prisons will be used to separate soon-to-be-released inmates for focused reintegration efforts.Source: PhilNews24 | May 29, 2025
