BIR ROLLS OUT AUDIT REFORMS AS SENATE PROBES EXTORTION CLAIMS

The Senate Blue Ribbon committee has welcomed reforms introduced by the Bureau of Internal Revenue to curb alleged extortion schemes involving the misuse of letters of authority, Senate President Pro Tempore Panfilo Lacson said.

Lacson lauded measures presented by BIR Commissioner Charlito Mendoza, including a single-instance audit system, anonymous and system-assisted case assignments, and the consolidation of pending LOAs to prevent abuse.

The BIR also implemented the “Revalida” or audit-the-auditor program to hold examiners accountable for lapses in audit work.

However, Lacson flagged poor tax collection efficiency by the Run After Fake Transactions task force, noting that only 54 of 3,520 LOAs issued from 2023 to 2025 reached final decisions.

Of the P601.01 billion in assessed payables, just P7.95 billion or 1.32 percent had been collected, prompting Lacson to warn erring BIR personnel of possible non-bailable corruption charges.
