Bagong Henerasyon Rep. Robert Nazal has filed a bill seeking to ban political endorsements in government appointments and promotions to eliminate the entrenched padrino system.
The proposed legislation aims to professionalize the civil service by ensuring that appointments are based solely on merit, not political loyalty.
It mandates public posting of vacancies, selection criteria, and final candidate rankings to promote transparency. The bill also proposes the creation of an Anti-Padrino Oversight Unit (APOU) under the Civil Service Commission to investigate and recommend charges against violators.
Appointing authorities who act on political endorsements could face fines of up to P10 million and 10 years in prison.
