Former DPWH Bulacan First District engineer Henry Alcantara testified before the Sandiganbayan that he delivered ₱800 million in cash to former lawmaker Zaldy Co as part of alleged dealings tied to infrastructure projects.
He said he first met Co in 2021 and that project allocations and lists were coordinated through intermediaries linked to the DPWH.
Alcantara claimed that kickbacks from flood control projects ranged from 20 to 25 percent, with only about 30 percent of funds going to actual implementation.
He also alleged making multiple cash deliveries totaling up to ₱1.8 billion to former DPWH official Robert Bernardo in several batches.
However, he admitted he had no direct proof of payments to some named officials and that certain claims were based on verbal instructions.
