President Marcos has signed into law the Kabalikat sa Pagtuturo Act, raising the annual teaching allowance for public school teachers from P5,000 to P10,000 starting in the 2025-2026 school year.
The new law, Republic Act 11997, exempts this allowance from income tax. Although Vice President and Education Secretary Sara Duterte was absent from the signing ceremony, notable attendees included Senate President Francis Escudero and Speaker Martin Romualdez.
President Marcos emphasized the law’s importance in supporting teachers and enhancing the educational system, while Sen. Sonny Angara highlighted that this increase will reduce out-of-pocket expenses for teachers.
The Department of Education and the Department of Budget and Management will develop the implementing rules and regulations within 60 days.
